Why no Curb Appeal signs in Thornhill?

I am extremely disappointed by the lack of follow through by the City of Vaughan parks and recreation department on its 2015 Curb Appeal awards program this summer.
Each year for the past several years, the city has distributed Curb Appeal yard signs as worthy recognition to homeowners who have been nominated for their beautiful yards, which meet several criteria.
This year was to be no exception, as the Thornhill Liberal carried several ads in late June seeking nominations.
While Curb Appeal yard signs have been distributed to Woodbridge and Maple homeowners, to my knowledge, not a single sign has been given out in Thornhill.
A month ago, I was told by parks and recreation personnel that this was due to a lack of local volunteers. Repeated calls to the parks and recreation department have not generated any response or action.
My street (Colvin Crescent) and surrounding neighbourhood has many beautiful properties, signified by numerous Curb Appeal yard signs from previous years.
The Curb Appeal award program should be a win-win situation, whereby homeowners are motivated to put in hard work, time and money to make their yards more attractive, in turn inspiring their neighbours to up their games, leading to a more beautiful city.
