The executive committee wants the city manager to find ways the Scarborough subway extension project can be better delivered.
They approved a motion asking for a staff report on how the project is being managed, something council still has to vote on next week.
This comes after cost overruns in the Spadina subway project, and after TTC recommended management of that project be outsourced.
"We've been through having TTC and totally-public-management manage these projects and oversee these contractors and I would say that a fair assessment of that is - hasn't worked out too well in most cases," mayor John Tory said.
Tory said he just wants the city manager to come back with options.
The recommendation for the staff report came from TTC chair Josh Colle, who says one option is to have a private partner design and build the extension.
"Is there a premium we pay on that? It's quite possible," Colle said. "But is a premium worth it compared to the overruns we are experiencing on project after project after project?
"I would say yes it is."
