Noise bylaw exemption tied to Pan Am Game

Wainfleet plans to grant exemptions to its noise bylaw to allow for overnight deliveries to Wainfleet businesses affected by the 2015 Pan Am Games for the duration of the international event.

According to a report to aldermen, the largest sporting event in Ontario’s history will see an increase in the amount of traffic and congestion in the GTA area - and in order to alleviate congestion, the Ministry of Transportation is requesting that municipalities allow off-peak deliveries.

Said the report: “While it may seem that there is no reason for rural towns like Wainfleet to participate in off-peak deliveries, it should be noted that the GTA is a major distribution hub where many local retail stores and restaurant establishments obtain their supplies from. Allowing for evening delivery will reduce the number of delivery vehicles on the road during the day and reduce the amount of time delivery trucks are stuck in traffic which, in turn, has the potential to reduce delivery times, fuel consumption and greenhouse gas emissions.”

The township’s noise bylaw currently prohibits loading, unloading and delivery between 11 p.m. and 7 a.m.

Said the report, “...noise associated with off-peak deliveries is not anticipated to be more than daytime deliveries. Furthermore it will be beneficial to allow for off peak deliveries during that period to allow Wainfleet’s retail stores and restaurant establishments to replenish their supplies in a quick, cost-effective way for the duration of the games.”
