Mixed-use buildings on Highway 7 settled

NRU
Dec. 2, 2015

In a November 16 decision, board member Maureen Carter-Whitney approved a settlement among 2410174 Ontario, the City of Vaughan and York Region regarding zoning by-law amendment and a site plan applications.

2410174 is proposing a mixed-use development consisting of 276 residential units within two residential apartment towers of nine and 10 storeys with at-grade retail at 4800 Highway 7.

The board heard evidence from urban designer Harry Christakis (HCA Architecture), planner Rosemarie Humphries (Humphries Planning Group), and traffic engineer Kim Nystrom (Cole Engineering) on behalf of 2410174 and in support of the settlement. Christakis noted some of the revisions that had been made to the original proposal such as a reduction in the amount of retail space and addition of live-work units and some commercial space. Humphries testified that the proposal is consistent with the Provincial Policy Statement, conforms to the Growth Plan and the region and town’s official plans.

Nystrom said that there would not be a significant increase in traffic resulting from the revised proposal.
Agreeing with the testimony provided on behalf of 2410174 the board approved the settlement withholding its final order on the site plan pending confirmation that an agreement has been reached with the region.

Solicitors involved in this decision were Gerald Borean (Parente, Borean LLP) representing 2410174 Ontario Inc., Claudia Storto representing the City of Vaughan and Frank Santaguida representing York Region. (See OMB Case No. PL120407.)
