Urban centres Expo City at VMC, Promenade Mall in Thornhill poised to receive noise exemptions

Work on massive projects continues as Vaughan builds up urban centres

A noise exemption request for Royal 7 Development’s Expo City fifth and final tower has been recommended for approval by City staff for one year.

The exemption would allow Royal 7 Development Ltd. to continue work on the construction of a mixed-use tower located at 2970 Highway 7 within the Expo City subdivision at the Vaughan Metropolitan Centre (VMC).

Proposed Request

Initially, the developer had asked for a noise exemption granted for two years; between May 3, 2023, and Nov. 1,2025, Monday through Saturday with work allowed between the hours of 5 a.m. and 9 p.m. daily excluding Sundays and statutory holidays.

The Problem

The City of Vaughan’s noise control bylaw no. 121-2021, prohibits noise created by construction equipment between the hours of 7 p.m. and 7 a.m. the following day, and on Sundays and statutory holidays.

City Staff Recommendations

City staff is recommending the noise exemption go through for a period of one year between May 3, 2023, and May 3, 2024, Monday through Friday between the hours of 6 a.m. and 7 p.m. except on Statutory holidays with Royal 7 Ltd. being able to renew the exemption for an additional one-year, and an additional one six-month exemption.

In doing so, City staff is recommending that construction notices be sent to residents and business owners within a 60-metre radius, that the communication notice contain 24-hour contact information, including for the on-site construction supervisor, should residents and business owners have any questions. City staff are also asking that the developer monitor, investigate, and respond to any complaints received regarding construction noise. Lastly, City staff are asking the developer to take measures to minimize noise and no construction outside of the hours permitted by the bylaw take place on Saturdays, Sundays, and statutory holidays.

A 2nd Request -- Promenade Mall

A similar request has been put in by developer DMF Construction Management Inc., for the purposes of completing the two mixed-use residential condominium and commercial towers at the Promenade Mall.

City staff are again recommending that a noise exemption be granted for a period of one year but with the possibility for an additional seven months, if necessary.

Work on the project at 1 Promenade Circle would be allowed between May 2, 2023, through May 2, 2024, 6 a.m. to midnight, except on Saturdays, Sundays and statutory holidays.
