Since the mid-1970s, many parts of Ontario have had two tier local governance structures: upper regional councils, more local-focused lower tiers, each with different responsibilities.
Municipalities are creatures of the province. So when Queen's Park calls for a review of local and regional governments -- as they've done periodically over the past decades -- they can make real change and it's always controversial.
