Bill 100, the legislation regulating Uber, has been passed in the National Assembly.
The final vote was 57-41.
The Liberals were able to cut off debate on the bill by using their majority and forced a late-day vote on Friday just ahead of MNAs' summer break.
Quebec Solidaire, which wanted to support the bill, eventually wanted to block it arguing the Liberals ignored its amendements.
Quebec Soilidaire spokesman Amir Khadir says the government has betrayed its word.
The legislation has stated drivers with the controversial ride-sharing service have to have a taxi license in order to work in the province.
The Couillard government has said the law wouldn't really come into affect for another three months so Uber could come up with a pilot project ensuring its existence in Quebec.
